Okay, this puzzle seemed to have a bit more of DA smell about it. There were some difficult devices to uncover and one or two mysteries.
It was not a quick solve.

ACROSS
1) PAUL : hm(pall)
3) MISTEACHES : miste-,aches : I wasn't aware one could misteach.
10) see 11ac
11) BOXER REBELLION : ddef(ish) : bit of a damp clue. If you didn't know your history, how would you come to it ? Not very fair.
12) SENECA : aces< <> -en- : advisor to Nero, writer of tragedies.
13) LADYBIRD : (badly)*,I rd : I'm taking 'away' as 'a way' as 'i rd'. I do not like this device. Splitting the word then way=rd.
16) PAPARAZZO : Papa,razz,-o : Papa being a nickname. So minus the point (S).
17) EASEL : ease,------l
18) GRAVE : ddef
19) RUN SCARED : (under,cars)*
21) ALLUVIAL : allu----,via,---l : ie alluring.
23) KOWTOW : wok<,tow : pretty good clue.
25) BINGO : bin,Go
27) JOHN CABOT : john,ca,bot : 'American can' is a toilet/john. Bot is a fly, or at least larva of. Who knew he was Italian ?
28) GOT A MINUTE : (team,outing)*
29) ?E?N : to be truthful, I don't know yet. This is the audience participation part . . .

DOWN
1) PERKS UP : (supper)* <> ---k : don't like 'recipe' as a anagrind.

9) A LA CARTE : looks to me like an error, it seems more 'hsab(A LA CATRE)ssed. Any thoughts ?
14) INSCRUTABLE : (ABC,result,in)* : apt.
15) AZERBAIJAN : --azer,b(A1,J)an : got all that ? 'oddball' is B-L-, removed from blazer. The hook is the J. Looks like one. Hate the 'In Asia' definition.
17) ENCROACH : -e-n-c-,roach
18) GRAB BAG : gr(o/ABBA)g : at least 'Waterloo outfit' was deceiving.
20,6) DOWNTON ABBEY : down,to,nab,bey
22) VROOM : v-r-,moo< : not bad.
24) see 4dn
26) NET : ---net : ie magnet.

It was back to a difficult one today - which is good. Some parts were stretching good setting. There were a couple of negatives though.

29a "Artistic Paul" = KLEE then delete L, + N(avel). "piercing" is defn.
9d I likewise initially thought this appears to be a clueing error. But I think the explanation is: "slice" is a hidden word indicator & "cut up" is an anagram indicator. (If, on the other hand, DA's intention had been to simply clue a reversed hidden word, you would only need "slice" & "up" - "cut" would be redundant.)

Ah Klee, of course . . . not.

If 9dn is as you suggest, DA should've just tried something else.
I've had some great clue ideas never put to publication as I just couldn't wrangle it IN AN ACCEPTABLE way.
